Maintains completed Non Expendable Property Forms (DS584) and receiving reports ensuring that copies are distributed to the individual residences/customers and office respectively. 20%
Responsible for follow-up and posting immediately all Non Expendable Property Forms and Receiving Reports and ensures that all these documents have appropriate signatures and properly filled. 20%
Responsible for conducting furniture/appliance inventories for both incoming and outgoing personnel. 20%
Responsible for conducting annual inventories for CMR, DCR, AID Director’s residence, Chancery, Warehouse and AID building. The inventory reports should be submitted to Washington as per requirement. 5%

2.JOB TITLE: VOUCHER EXAMINER

The US Embassy is seeking an individual for the position of Voucher Examiner in the Budget and Fiscal Office.
BASIC FUNCTION OF POSITION
Examine and process all types of payment vouchers for various invoices e.g. purchase of goods and/or services, Contracts, Leases, Allowances, Travel, Grants and Staff medical bills. In so doing, observe the various governing laws, regulation and policy, to ensure legality, appropriateness and accuracy of each Payment voucher before forwarding for approval and certification.
There are four Voucher Examiners and each serves as a backup of one another.
MAJOR DUTIES AND RESPONSIBILITIES:
Receive, examine and prepare payment vouchers for purchase of goods and/or services, CITIBANK purchase card for different accounts, medical bills/claims, IST grants, leases, Travel advances & reimbursement vouchers. Some of these are of complex nature e.g. the local guard and the Citibank invoices.
Pre-audit documents and determine whether they are legal, proper and correct for payments. Prior to paying, review attached documentation, availability of funds, VAT exemption, relevant approvals and receiving report. The Voucher Examiner then proceeds by processing the payment request via Momentum or E2 solutions, for eventual check/EFT by CFCS. 60%
Process allowance payments by ensuring that SF-1190 is completed by each US personnel when arriving and departing Post, to initiate/terminate COLA & Differential allowances. Compute educational allowance invoices and control the amounts of each student, per DSSR, before processing IST payments. Pay close attention to documentation and special authorization e.g. special needs education allowance or special grants. 10%
Process representational vouchers for various officers by ensuring guest lists and all necessary documents are attached. Ensure a waiver is obtained for the 50/50 rule and that Vouchers are approved prior to forwarding for certification. 10%
Reconcile vendors statement of accounts, draft letters/ 10% communication with vendors on payments issues, filing, responding to the ILO/Inter-Agency Liaison and also performs variety of admin duties. 10%
During the absence of another Voucher Examiner, performs the duties of the position as necessary and assigned by the supervisory management chain. 10%
QUALIFICATIONS REQUIRED

The US Embassy is seeking an individual for the position of Senior Agricultural/Trade Economist at the United States Agency for International Development. This is a full-time Personal Services Contract position. Applicants who meet minimum educational requirements for the position but have less years of experience in the required field, may be considered for hiring at a lower pay grade.
BASIC FUNCTION OF POSITION
The primary purpose of the Senior Agricultural/Trade Economist (SATE) is to serve as the senior FSN economist within USAID/Tanzania’s Economic Growth (EG) team. The incumbent will serve as the principal FSN economic advisor to develop, implement and manage complex and highly diversified economic growth project activities in agriculture policy, nutrition, agricultural trade, human resource development in agriculture and nutrition, infrastructure development (roads and irrigation) and private sector investment, including investments in the energy sector.
MAJOR DUTIES AND RESPONSIBILITIES:
i) Strategic Planning and Program Development: (20%)
Initiate and supervise analytical research in support of Economic Growth activities in agriculture policy, nutrition, agricultural trade, infrastructure development and private sector investment. Design innovative economic growth activities that articulate well the USG’s Operational Plan and Tanzania’s development strategy to spur economic growth, reduce poverty, expand domestic, regional and international trade for agriculture, and improve nutrition status. Monitor new developments and performance in the Tanzania economy and interact with high level GoT and USG officials in identifying priority USAID interventions in agricultural policy, agricultural production, trade, private sector development, and nutrition to spur economic growth. Liaise with the contracting office in solicitation and technical analyses of proposals supporting economic growth activities through a variety of procurement mechanisms.
ii) Project Management: (40%)
Serve as Contracting Officers Representative/Agreement Officers Representative (COR/AOR) in managing economic growth projects by undertaking site visits to monitor project implementation, prepare progress reports and interact with implementing agencies to resolve outstanding issues. Maintain the Performance Monitoring Plan (PMP) for each project managed and provide a continuous refinement of the results tracking system for OP and customized indicators. Provide innovative technical and administrative oversights of EG contracts and agreements. Participate in budgeting and facilitate obligation of EG funds in agriculture, nutrition, trade and private sector. Contribute to evaluation scopes of work for measuring achievement of results and assessing project impact.
iii) Macro-economic and policy analysis and coordination with the high level Government of Tanzania and Other Donors: (40%)
Participate in existing and create new policy partnerships with the high level GOT officials, other donors, international organizations, local NGOs, business associations and private sector to identify and implement policy changes to stimulate private sector investment and performance in agriculture and nutrition. Serve as a principal liaison with GoT officials and the private sector on public financial management systems, trade, land tenure, taxation, agriculture and macro-economic policy and provide substantial leadership to develop host-country awards to support promising reforms and developments related to agriculture and nutrition. When required, serve as the official USG representative in high level meetings of the Development Partners for Agriculture, and Trade & Private Sector. Create linkages and collaborations with partners and interest group in support of the USAID agenda. Provide technical support to USAID strategic partnerships and cooperation with other donors and stakeholders.
QUALIFICATIONS REQUIRED

1. Education: An advanced university degree (Masters and above) with specialization in any of the following areas: Agricultural Economics, Economics, Business Management, Policy Analysis, Marketing, Financing and Environmental Economics. Prior Work Experience: Ten (10) years of experience in economic development related work in government, academia, private sector, NGO sector, and/or international institutions including two years in development assistance. Expert in trade and private sector issues including trade facilitation, policy analysis competitiveness, trade integration, agricultural trade, value chain, market access agenda, financing, regional trading blocs and trade policies.
3. Language proficiency: Level IV (Fluent) in spoken and written English and Swahili is required.
4. Knowledge, Skills and Abilities: In depth knowledge and experience in project management, policy analysis, monitoring and evaluation; and design and implementation of pro-poor development projects is required. Familiarity with USG procedures and regulations preferred. Familiarity with Tanzanian, regulations, policies and a detailed and broad knowledge of the Tanzanian economy, including the policy and legislative framework required. In depth knowledge on emerging policy issues in the country, region and international in the context of: agriculture and private sector competitiveness, trade policies, WTO and regional trading blocs is required, as is ability to work in a multicultural environment.

JOB TITLE: SECRETARIAT
ED-DPG PERFORMANCE DATES: On/about July 01, 2014 to June 30, 2016
DUTY LOCATIONS: Dar es Salaam, Tanzania
A.Background
The main objective of the ED DPG is to support the Tanzania education system (Mainland and Zanzibar) in achieving efficient, effective and equitable delivery of education services through
coordination of Development Partner (DP) interventions with those of Government and other education stakeholders.
The group’s is led by the Chair (currently USAID) and a Deputy Chair (currently SIDA). The Chair and
Deputy Chair positions are rotational,
and are both for a two-year period.
The group also maintains an
Executive Committee whose members include: Chair, Deputy Chair, and
2 Ex officio members. As part
of its functions, the EXCOM determines roles and responsibilities of each member; however, the Chair
is the ultimate Leader of the EXCOM and the ED DPG and acts as the main link between the group and the Government.
The ED DPG also maintains a Secretariat, who is an independent Consultant. The main role of the Secretariat is to provide administrative, operational, and strategic support to the group and facilitate
information sharing and communication with the M
OEVT and other stakeholders. The Secretariat shall
also work closely with the Secretariat of the Ministry of Education and Vocational Training (MOEVT) to initiate and prepare sector meetings, such as the Technical Working Groups (TWGs), Education Sector De
velopment Committee (ESDC) Task Team, Task Force and ESDC,Zanzibar Education Sector
Committee, Joint Education Sector Reviews (JESRs) for both Mainland and Zanzibar etc, and initiates and facilitates policy dialogue between government and diverse sets of education stakeholders on issues emanating from these meetings.
B. Scope of Work
USAID/Tanzania would like to hire the services of a Consultant to serve as the Secretariat of the Education Development Partners Group (ED-DPG). This will be 24 months position starting from July 01, 2014 –June 30, 2016.
The Chair will monitor consultant’s monthly performance based on
the quarterly work plans and the monthly reports. The monthly reports will form the basis for payment, after the Chair is satisfied that
the work accomplished is as per the agreed work plan and
is within the Scope of Work.
C. Deliverables
The contractor will be responsible for the following activities:
1.Organize ED DPG meetings, including the annual retreat, prepare agendas, produce and circulate minutes, including matters arising, within one week of the meeting;
2.Circulate key points/issues for discussion to the ED DPG group that have been decided by the chair and the EXCOM including those arising from ED DPG meetings;
3.Compile Education Development Partner Group’s responses and comments on issues, documents, studies, papers, etc. and circulate to the members;
4.Work closely with the MOEVT Secretariat to initiate and prepare sector meetings such as the Technical Working Groups (TWGs), Education Sector Development Committee (ESDC)
Task Team, Task Force and ESDC, Zanzibar Education Sector Committee, and Joint
Education Sector Reviews (JESRs) for both Mainland and Zanzibar and initiates and facilitates policy dialogue between government and diverse sets of education stakeholders on issues emanating from these meetings.
5.In Zanzibar, assist the Coordinating Agency to foster a strong local education group by promoting a broad representation of education stakeholders and collaboration among
development partners to ensure harmonized support for the government’s education
program. Where civil society, the private sector, or both are not engaged in the local education group, assist the CA in Zanzibar to mobilize and include them.
6.Assist the CA in Zanzibar to facilitate a mapping of partner interventions with a view to facilitating coordination, harmonization and alignment of partner interventions with national priorities.
7.Maintain a calendar of events including those obtained from the monthly and annual timetables of the Government and inform ED DPG members;
8.Take minutes at GoT/DP meetings and circulate to the ED DPG members, and with GOT once agreed with the Lead/EXCOM;
9.Regularly up-date the DPG website in collaboration with the Lead/EXCOM.
10.Facilitate communication and information (including e-mails flows) between the
Government of Tanzania (GoT) and the Development Partners (DPs) in order for each party to complete tasks by the allotted time.
11.Perform any other duties as will be determined from time to time in support of the ED-DPG.
D.Qualifications
(please do not have USAID experience required or preferred)
The following qualifications are preferred:
1.Academic achievement of Master’s Degree or higher in education and/or Social Sciences.
2.In-depth knowledge of the Education Sector processes in Tanzania,including planning, management and budgeting of public sector resources;
3.Experience initiating and facilitating policy dialogue between governmentand diverse sets of education stakeholders is prefer
red;
4.Experience serving in a related functional area will be an addedadvantage;
5.Excellent analysis and report writing skills;
6.Fluency in both Kiswahili and English languages.

2.JOB TITLE: VOUCHER EXAMINER

The US Embassy is seeking an individual for the position of Voucher Examiner in the Budget and Fiscal Office.
BASIC FUNCTION OF POSITION
Examine and process all types of payment vouchers for various invoices e.g. purchase of goods and/or services, Contracts, Leases, Allowances, Travel, Grants and Staff medical bills. In so doing, observe the various governing laws, regulation and policy, to ensure legality, appropriateness and accuracy of each Payment voucher before forwarding for approval and certification.
There are four Voucher Examiners and each serves as a backup of one another.
MAJOR DUTIES AND RESPONSIBILITIES:
Receive, examine and prepare payment vouchers for purchase of goods and/or services, CITIBANK purchase card for different accounts, medical bills/claims, IST grants, leases, Travel advances & reimbursement vouchers. Some of these are of complex nature e.g. the local guard and the Citibank invoices.
Pre-audit documents and determine whether they are legal, proper and correct for payments. Prior to paying, review attached documentation, availability of funds, VAT exemption, relevant approvals and receiving report. The Voucher Examiner then proceeds by processing the payment request via Momentum or E2 solutions, for eventual check/EFT by CFCS. 60%
Process allowance payments by ensuring that SF-1190 is completed by each US personnel when arriving and departing Post, to initiate/terminate COLA & Differential allowances. Compute educational allowance invoices and control the amounts of each student, per DSSR, before processing IST payments. Pay close attention to documentation and special authorization e.g. special needs education allowance or special grants. 10%
Process representational vouchers for various officers by ensuring guest lists and all necessary documents are attached. Ensure a waiver is obtained for the 50/50 rule and that Vouchers are approved prior to forwarding for certification. 10%
Reconcile vendors statement of accounts, draft letters/ 10% communication with vendors on payments issues, filing, responding to the ILO/Inter-Agency Liaison and also performs variety of admin duties. 10%
During the absence of another Voucher Examiner, performs the duties of the position as necessary and assigned by the supervisory management chain. 10%

The US Embassy is seeking an individual for the position of Senior Agricultural/Trade Economist at the United States Agency for International Development. This is a full-time Personal Services Contract position. Applicants who meet minimum educational requirements for the position but have less years of experience in the required field, may be considered for hiring at a lower pay grade.
BASIC FUNCTION OF POSITION
The primary purpose of the Senior Agricultural/Trade Economist (SATE) is to serve as the senior FSN economist within USAID/Tanzania’s Economic Growth (EG) team. The incumbent will serve as the principal FSN economic advisor to develop, implement and manage complex and highly diversified economic growth project activities in agriculture policy, nutrition, agricultural trade, human resource development in agriculture and nutrition, infrastructure development (roads and irrigation) and private sector investment, including investments in the energy sector.
MAJOR DUTIES AND RESPONSIBILITIES:
i) Strategic Planning and Program Development: (20%)
Initiate and supervise analytical research in support of Economic Growth activities in agriculture policy, nutrition, agricultural trade, infrastructure development and private sector investment. Design innovative economic growth activities that articulate well the USG’s Operational Plan and Tanzania’s development strategy to spur economic growth, reduce poverty, expand domestic, regional and international trade for agriculture, and improve nutrition status. Monitor new developments and performance in the Tanzania economy and interact with high level GoT and USG officials in identifying priority USAID interventions in agricultural policy, agricultural production, trade, private sector development, and nutrition to spur economic growth. Liaise with the contracting office in solicitation and technical analyses of proposals supporting economic growth activities through a variety of procurement mechanisms.
ii) Project Management: (40%)
Serve as Contracting Officers Representative/Agreement Officers Representative (COR/AOR) in managing economic growth projects by undertaking site visits to monitor project implementation, prepare progress reports and interact with implementing agencies to resolve outstanding issues. Maintain the Performance Monitoring Plan (PMP) for each project managed and provide a continuous refinement of the results tracking system for OP and customized indicators. Provide innovative technical and administrative oversights of EG contracts and agreements. Participate in budgeting and facilitate obligation of EG funds in agriculture, nutrition, trade and private sector. Contribute to evaluation scopes of work for measuring achievement of results and assessing project impact.
iii) Macro-economic and policy analysis and coordination with the high level Government of Tanzania and Other Donors: (40%)
Participate in existing and create new policy partnerships with the high level GOT officials, other donors, international organizations, local NGOs, business associations and private sector to identify and implement policy changes to stimulate private sector investment and performance in agriculture and nutrition. Serve as a principal liaison with GoT officials and the private sector on public financial management systems, trade, land tenure, taxation, agriculture and macro-economic policy and provide substantial leadership to develop host-country awards to support promising reforms and developments related to agriculture and nutrition. When required, serve as the official USG representative in high level meetings of the Development Partners for Agriculture, and Trade & Private Sector. Create linkages and collaborations with partners and interest group in support of the USAID agenda. Provide technical support to USAID strategic partnerships and cooperation with other donors and stakeholders.
QUALIFICATIONS REQUIRED

Education: An advanced university degree (Masters and above) with specialization in any of the following areas: Agricultural Economics, Economics, Business Management, Policy Analysis, Marketing, Financing and Environmental Economics. Prior Work Experience: Ten (10) years of experience in economic development related work in government, academia, private sector, NGO sector, and/or international institutions including two years in development assistance. 3. Language proficiency: Level IV (Fluent) in spoken and written English and Swahili is required.
4. Knowledge, Skills and Abilities: In depth knowledge and experience in project management, policy analysis, monitoring and evaluation; and design and implementation of pro-poor development projects is required. Familiarity with USG procedures and regulations preferred. Familiarity with Tanzanian, regulations, policies and a detailed and broad knowledge of the Tanzanian economy, including the policy and legislative framework required. In depth knowledge on emerging policy issues in the country, region and international in the context of: agriculture and private sector competitiveness, trade policies, WTO and regional trading blocs is required, as is ability to work in a multicultural environment.

JOB TITLE: SECRETARIAT
ED-DPG PERFORMANCE DATES: On/about July 01, 2014 to June 30, 2016
DUTY LOCATIONS: Dar es Salaam, Tanzania
A.Background
The main objective of the ED DPG is to support the Tanzania education system (Mainland and Zanzibar) in achieving efficient, effective and equitable delivery of education services through
coordination of Development Partner (DP) interventions with those of Government and other education stakeholders.
The group’s is led by the Chair (currently USAID) and a Deputy Chair (currently SIDA). The Chair and
Deputy Chair positions are rotational,
and are both for a two-year period.
The group also maintains an
Executive Committee whose members include: Chair, Deputy Chair, and
2 Ex officio members. As part
of its functions, the EXCOM determines roles and responsibilities of each member; however, the Chair
is the ultimate Leader of the EXCOM and the ED DPG and acts as the main link between the group and the Government.
The ED DPG also maintains a Secretariat, who is an independent Consultant. The main role of the Secretariat is to provide administrative, operational, and strategic support to the group and facilitate
information sharing and communication with the M
OEVT and other stakeholders. The Secretariat shall
also work closely with the Secretariat of the Ministry of Education and Vocational Training (MOEVT) to initiate and prepare sector meetings, such as the Technical Working Groups (TWGs), Education Sector De
velopment Committee (ESDC) Task Team, Task Force and ESDC,Zanzibar Education Sector
Committee, Joint Education Sector Reviews (JESRs) for both Mainland and Zanzibar etc, and initiates and facilitates policy dialogue between government and diverse sets of education stakeholders on issues emanating from these meetings.
B. Scope of Work
USAID/Tanzania would like to hire the services of a Consultant to serve as the Secretariat of the Education Development Partners Group (ED-DPG). This will be 24 months position starting from July 01, 2014 –June 30, 2016.
The Chair will monitor consultant’s monthly performance based on
the quarterly work plans and the monthly reports. The monthly reports will form the basis for payment, after the Chair is satisfied that
the work accomplished is as per the agreed work plan and
is within the Scope of Work.
C. Deliverables
The contractor will be responsible for the following activities:
1.Organize ED DPG meetings, including the annual retreat, prepare agendas, produce and circulate minutes, including matters arising, within one week of the meeting;
2.Circulate key points/issues for discussion to the ED DPG group that have been decided by the chair and the EXCOM including those arising from ED DPG meetings;
3.Compile Education Development Partner Group’s responses and comments on issues, documents, studies, papers, etc. and circulate to the members;
4.Work closely with the MOEVT Secretariat to initiate and prepare sector meetings such as the Technical Working Groups (TWGs), Education Sector Development Committee (ESDC)
Task Team, Task Force and ESDC, Zanzibar Education Sector Committee, and Joint
Education Sector Reviews (JESRs) for both Mainland and Zanzibar and initiates and facilitates policy dialogue between government and diverse sets of education stakeholders on issues emanating from these meetings.
5.In Zanzibar, assist the Coordinating Agency to foster a strong local education group by promoting a broad representation of education stakeholders and collaboration among
development partners to ensure harmonized support for the government’s education
program. Where civil society, the private sector, or both are not engaged in the local education group, assist the CA in Zanzibar to mobilize and include them.
6.Assist the CA in Zanzibar to facilitate a mapping of partner interventions with a view to facilitating coordination, harmonization and alignment of partner interventions with national priorities.
7.Maintain a calendar of events including those obtained from the monthly and annual timetables of the Government and inform ED DPG members;
8.Take minutes at GoT/DP meetings and circulate to the ED DPG members, and with GOT once agreed with the Lead/EXCOM;
9.Regularly up-date the DPG website in collaboration with the Lead/EXCOM.
10.Facilitate communication and information (including e-mails flows) between the
Government of Tanzania (GoT) and the Development Partners (DPs) in order for each party to complete tasks by the allotted time.
11.Perform any other duties as will be determined from time to time in support of the ED-DPG.
D.Qualifications
(please do not have USAID experience required or preferred)
The following qualifications are preferred:
1.Academic achievement of Master’s Degree or higher in education and/or Social Sciences.
2.In-depth knowledge of the Education Sector processes in Tanzania,including planning, management and budgeting of public sector resources;
3.Experience initiating and facilitating policy dialogue between governmentand diverse sets of education stakeholders is prefer
red;
4.Experience serving in a related functional area will be an addedadvantage;
5.Excellent analysis and report writing skills;
6.Fluency in both Kiswahili and English languages.
